Let's change the firewall network profiles to check if that helps.
Open AVG Internet Security -> Menu at the top right -> Settings -> Components -> Enhanced Firewall -> Customize -> System rules -> make sure all the task has been enabled.
Again, Firewall -> Customize -> Network Profiles -> change all the profiles from public to Private.

Mobile hotspot worked well until a few days ago and now I have to turn firewall off to use it. In earlier versions of AVG there was a checkbox for sharing Internet connection. I can't find anything like it anymore.
The settings in the latest version of AVG Internet Security will be different from the old version. Open AVG Internet Security program interface. Click on "Hacker Attacks" and select "Firewall Options". Click on "Network Profiles" and change the profile to "Private" for your internet connection. Check the status with mobile hotspot.
Enabling file sharing and internet option can be found under "System Rules". Click on "Menu-->Settings-->General-->Troubleshooting" from AVG Internet Security program. Scroll down to click on "Open old settings" option. Click on "Components" and click on customize of Enhanced Firewall component. In Policies, click on "System Rules" and you can find the Enable File sharing and other options. You can enable it and check the status too.
Have you installed AVG Internet security in your Windows 10 mobile? If so, please provide us the screenshot of the AVG interface from your Windows 10.
