Why does the dialog "AVG applies your security settings, et. al" never complete

i removed its got a bult in  spyware and malware in the toolbar.

I have no idea what product it is (was). All i It displayed, as far a name, was AVG. It sat in the lower right corner of the screen with some words about applying security settings. It also had a progress monitor that keep repeating it self (run to the end and then start over). It ran for 2 days. After I posted my question on the forum, I turned off my system completely and restarted. The first restart locked my system (I am running Win 8.1) and I had to turn it off again and restart. This second restart was successful.
 
And, the AVG dialog I was complaining about is gone, so my post is mute now, unless the dialog comes back some day
