Allow specific TCP port access

I am using Docker on my Windows 10 PC and I am trying to run a docker image called portainer.

This is running on port 9000, as seen by the result of the docker port command below.

docker port portainer
9000/tcp -> 0.0.0.0:9000

The issue is, when I try to access "http://localhost:9000" in my web browser, the connection times out with the error message "localhost took too long to respond". I am 99% certain it is AVG causing this issue as when I temporarily disable AVG, I have no issues.

I did some research and found similar posts. My network connection is private, all system rules are enabled, I added exceptions to the web address and added a packet rule (see image). But the connection is still timing out.

I'd really appreciate any help in working out what is going wrong.

If anyone else is facing the same issue, the advanced support team was able to resolve it very quickly for me.

It turns out I did not need any exceptions or packet rules to resolve my issue. I just enable "Internet Connection Sharing Mode". This was done by following the steps below and my issue was instantly resolved.
  1. Open AVG Internet Security
  2. Click on Menu > Settings > Full Protection > Enhanced Firewall
  3. Enable "Internet Connection Sharing Mode".
Massive thanks to the support team at AVG. I'm not sure I have come across another company who are so prompt in helping find a resolution to a problem.

We will check and help you with it. Unfortunately, we haven't receive the screenshot you have attached. Please attach it again to have a better understanding.
Let us know the version of AVG you have installed. Open AVG Antivirus -> Menu -> About -> check its version. Please disable AVG components one by one https://support.avg.com/SupportArticleView?urlname=Disable-AVG-Antivirus and check which components is blocking this connection.

Thanks for the quick response.

The software version of my installed AVG is 19.6.3098 (build 19.6.4546.517) and the ui version is 1.0.179.

I'm sorry you couldn't see the image link attached, it appears to still be there for me. The raw link of the image is https://i.imgur.com/6JrlUaK.png.

When I disabled the components one by one, turning off "Enhanced Firewall" under "Hacker Attacks" allowed me to access.

This led me to check the logs of the enhanced firewall. It showed a log for the IP and port of the docker container being blocked. So I added a packet rule for this specific address and port but it made no affect. The firewall is still blocking it under the same rule. See the image for more details. The top is the log entry and the bottom is the packet rule. Image link if it doesn't work like the last image https://i.imgur.com/HOr3Qof.png.
