0xE001F991: The Base Filtering Engine service does not run.

After receiving the message "download virus scan failed" for all pdf download attempts, I attempted to download AVG to update my AVG 14. That effort failed with the following message: 0xE001F991: The Base Filtering Engine service does not run.
Please advise corrective actions.

Hello Ronald,
We regret to hear about the inconvenience caused. It seems you are using the older version of AVG, please uninstall it and install the 2017 version. Please run the AVG Remover tool to remove the old AVG by using the below instructions.
1 Download the AVG remover tool please click on this link:
http://aa-download.avg.com/filedir/util/AVG_Remover.exe
2 Run the downloaded tool and follow the instructions displayed on your screen.
3 Your computer will be restarted automatically.
After reboot, Open C drive and look for folder "AVG Remover" and delete it manually, also delete "AVG" folder in "Program files (x86)" in C Drive.
