If the WebShield gets disabled or turned off in your mobile, then the device settings needs to be modified in order to allow AVG Antivirus to change/modify device settings. To do so, you can search 'Accessibility' on your device & then enable WebShield. As the steps differs from device to device, we're unable to provide the appropriate steps to enable it.
When I perform a scan, it reports Web Shield is Off. In Accessibility, there is only Anti-virus - no separate entry for Web Shield. I enable Anti-virus, but next time a scan is done the same thing is reported again!

I've been getting this too but unable to find Web Shield option anywhere. But I've just reactivated App Locking (not sure how / when this became deactivated), and I've selected AntiVirus, AVG Cleaner and AVG VPN as apps that are locked by PIN. The scan no longer shows up as a big red blob with the (approx) words, "Resolve issue - Web Shield off" .. could this be the required solution ... I'm on a Samsung Galaxy S10e ... other phones may have their version of App Locking.
