Just to be clear, are you referring to a recovery drive or Rescue center in AVG TuneUp?
If you're referring to the recovery driver, please disable the AVG Internet Security/AVG AntiVirus FREE on your computer and try creating a recovery driver as mentioned in the below article and check if it helps.

If the issue persists, please take a screenshot of the error message and revert to us. You can optimize your PC using the AVG TuneUp.
