Remove AVG from XP

I've dusted of an old Win XP machine that had AVG Free 2012 on it.  Tried to uninstall using Control Panel/Add Delete Programs however that left residue install.  Now AVG is blocking access to the internet.  The AVG Cleaner will not run because it is not a WIN32 appl.  Does anyone know a way to remove all remints of AVG from this vintage system so I can regain access to the network?

P.S> The CPU is a Pentium 4

Thank you for your rapid response and I apologize that it has taken me so long to update the info.  Hopefully this will give you some insight:
  1. The is NO AVG in the system notification block (right side of the bottom menu bar)
  2. AVG does NOT show up as an install program in the list produced by IoBit Uninstaller
  3. The Windows Security Center (from Control Panel)  says that AVG AV Free 2012 reports that it may be out of date.
  4. There is an AVG entry in the main popup menu however it shows empty
  5. The \Program Files\AVG\avg2012 is empty
  6. The Firewall Settings from Control Panal shows that the firewall is disabled
  7. EI cannot access the internet 
  8. Cable and LAN adapted validated with a Linux boot
  9. The Network Troubleshooter reports that it cannot make a connection on the usual ports probably because of an incorrect firewall setting
So I cannot confirm that residue of AVG are causing the issue, I find it suspect that Windows still thinks AVG is installed.  See bullet #3.

Thank you for sharing the details as requested.
I would request you to download and run AVG Remover tool on your PC. Click this link (https://drive.google.com/file/d/1vcWXoVcB0oXStS9MUGO38KNhA6ZuPz1X/view) to download the tool. 
During the process, the tool will detect the compatible AVG products installed on your device. If the tool says there are no AVG products installed, click Run anyway.

Good News:  It appears that the Removal tool disposed of any residual files from the AVG installation.
Bad News:  Windows is still blocking access to the net
Good News:  AVG totally vindicated.  Thank you for the excellent support and help
Bad News: Probably need to find a Dell Win XP install disk and recreate the system.
Good News: Won't have to waste any more time chasing this issue.
