Can't Uninstall AVG Antivirus Free

I have been trying for over a week to remove the free version of AVG Antivirus from my PC (Windows 7, 64-bit).  I attempted repeatedly to uninstall it via Uninstall through Control Panel.  Each time, I get an AVG message box stating, "Setup is already running.  Please try to start the setup later."  I have also downloaded the AVG Clear tool (from this address, https://www.avg.com/en-us/avg-remover).  However, I get stuck with the green bar in the AVG Antivirus Clear box going back and forth, and back and forth.  I can only stop that by going in to Task Manager and ending the task.  What else do I have to do to get rid of this cursed program?

Could you please confirm the version of AVG anti-virus which you are unable to remove?

As I mentioned in my original post, I already installed the AVG Clear tool.  I'm not sure why you're sending me it again.  But, of course, it still doesn't work.  As I said, the green bar goes back and forth without ever doing anything.  Send me an email with a contact number so that I can discuss this with someone.  I'm reaching my breaking point with an antivirus program that's been one of the worst viruses I've ever had.
