Removing AVG Family Safety

On January 20th 2017 AVG Family Safety (which I have not been using) suddenly blocked access to the internet for all applications bar a couple of applications that are probably not on its radar. Fortunately I can run the old MS Internet Explorer.
Primary error message is as follows:

AVG Family Safety
Services are not running!
Please reboot your system. If you continue to get this error message please reinstall Protection Services.  

In my web browsers I get the following error

The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
I have tried the following:
1. Cold reboot
2. Tried uninstalling AVG Family Safety but it hangs on verifying details after I log into it. (credentials accepted at log in. 
3. Have tried to stop AVG Family Services from running by removing any reference from start files and services.

We feel sorry to know that the issue persists. We appreciate all your efforts you have gone through. Kindly follow the below steps to remove the AVG Family Safety from your computer.

1. Open Windows Task Manager by pressing the Ctrl + Shift + Esc keys together.
2. Switch to Processes tab and find process named "BsecTray.exe", right click on it and choose End process.
3. Now do the same with processes named "BSecAMX.exe", "InetCtrl.exe" and "avgfasui.exe" (if available in the list).
4. Make sure none of the three above mentioned processes is running.
5. Go to the 'C:Program FilesAVG' folder.

6. There should be folder named "AVG Family Safety". Rename the folder to "xAVG Family Safety" (right-click on the folder, and then click Rename.
7. Click Start, and then click Run (or click in the Start Search field).
8. Type CMD, and then press ENTER.
9. In the command prompt type:
netsh winsock reset
and press ENTER.
10. Now you can delete the renamed folder - e.g. 'xAVG Family Safety'. It is possible that some files will not delete. Just skip them.
11. Reboot the computer and proceed with the uninstallation.
