Password Protection

I have paid for AVG Password Protection.  I am using the Chrome browser on a Windows 7 64-bit machine.  I am uncertain whether Enabling this protection must precede or follow activation.  In following the enable instructions:
    •  dbl click AVG icon on desktop (labeled as "AVG Dashboard")
    •  Password Protecton "tile" does not display until clicking "house" icon
        near upper left corner
    •  Tile is annotated: "Install to protect your online accounts"
    •  Positioning cursor in tile changes annotation to "Open"

This is as far as I got.  Clicking the tile did originally take me to a different page that I was unable to make progress from.  Now, repeated attempts to get this far result in display of completely white page from which escape is only possible by means of an Alt-F4 keystroke.  YOUR software is not working on MY machine!  What have I done wrong, other than perhaps loading deficient software, OR using it on a deficient machine?  Am I wasting my money, or just my time?

At this point, I checked out System Restore, which showed 2 restore points.  The older was Nov. 18, when I restored to work around a messy Google Chrome operation.  The newer point was for yesterday on a "Critical Update".  Scanning for programs affected by this restoration reported that "Update for Package_for_KB4055038 (KB4055038)" will be deleted, and that no programs or drivers were detected that might be restored.

I will choose to restore to that point, and then return to this report.

O.K.  Done  Now, repeating the steps as noted above, when clicking on the Password Protection tile when under the cursor it shows "open", a page appears on which the only available action is to click on a "BUY NOW" button.  Doing so brings up an image of my shopping cart whereon I am only able to commit to a purchase in the amount of $19.99.  BUT I've already made the purchase for only $9.99 added to my combined order for a total of $87.88.  IS THIS A CLASSIC BAIT & SWITCH ploy?

I noticed on the support site another almost identical case to mine.  A helpful response said,

     "I request you to log out and log into AVG network from the program 
    interface to check whether it activates AVG Password Protection.
    Open AVG user interface and click on the email address displayed, 
    select 'Leave this network'.
    Click on 'connect' and select 'Log into existing account'. 
    Enter AVG my account credentials and click on Login.
    Wait for 2-3 minutes to check whether it activates Password     Protection."

I do not understand precisely how one is "to log into AVG network from the program interface."  When I click on the desktop's AVG icon, a display page headed "AVG Internet Security" appears, but no email address appears.  When I click on the house icon near upper left corner, a SEPARATE page appears showing my email address.  Clicking it brings up a "Hello, administrator!" window where I can click "Manage my subscription".  Here again, clicking to "open" Password Protection only leads to the aforementioned "BUY NOW" scam for $19.99.

For logic's sake, you guys — WHAT'S GOING ON?  Are there not instructions which actually WORK?  I am about ready to scrappy this crappy software and go back to McAfee.  What can I do to avoid that and make it work?

I understand how this must be upsetting.
Please be informed that the AVG main user interface can be accessed only from the "HOME" icon that appears on AVG Internet Security dashboard.
To activate AVG Password Protection subscription, please follow below mentioned steps:
1) Open RUN command by pressing Windows and R keys together on your keyboard.
2) Type as "services.msc" without the quotes and press Enter.
3) On services window, check for AVG Antivirus, AVG Service, AVG Identity protection and AVG Firewall.
4) Right click on each AVG service and select "Restart"
Once done with the above process, open AVG main user interface from AVG Internet Security dashboard and it should show AVG Password protection activated.
