System Restore Error Code: 0x81000203

I run AVG Tuneup 2017 on almost all features and then I try to create a  new restore point but the system restore page are grey out with a pop up window "System Restore Error Code: 0x81000203" and ask me to re-try it. I have tried to open "system restore" page but this error pop window is still there and all buttons on system restore page are grey out so that I can not create a new restore point and I can not open System Restore page to restore "Windows 10" to a previous restore point.

I find Microsoft.com user support group, it posting to answer this problem is turn off system restore and set it to "not configuration" but system restore is grey out and I can not find "not configuration" ?

I run many fetures at AVG Tuneup so that I do not know which feature causes "System Restore" page, its icons, such as "Create a New Restore point" or "Restore from a previous Restore Point" or entire System Restore page,  are grey out.  Therefore, I need Reverse all features at Changes at AVG Recovery as if I did not run AVG Tuneup o that "System Restore" page will be active again (without grey out)?  Any possible AVG Tuneup will cause "System Restore" page to be actived again without grey out ( no mtter it is gray out or not) after user exit from AVG Tuneup? Which feature or function will cause this problem? Does restore point on "AVG Recovery" can be selected and being clicked to start restore after "System restore" page under Control Panel under windows 10 home grey out (icons are gey out  -- cvan not click on it)?
